2028 PREA Audits: Why Early Planning Matters

PREA audit preparation does not begin when the auditor arrives onsite.

For agencies looking ahead to 2028, this is the time to begin thinking about audit scheduling, internal preparation, documentation practices, and the operational systems that will eventually need to be independently verified.

Early planning does not mean beginning the audit two years in advance. It means creating enough time to approach the process deliberately rather than reactively.

A well-planned audit cycle gives an agency time to identify the appropriate audit window, establish internal responsibilities, review recurring documentation requirements, address known gaps, and make sure PREA practices are part of normal facility operations—not something recreated for an audit.

At Rising Sun Auditing Service, preparation is intentionally front-loaded whenever possible.

Before onsite work begins, policies and submitted evidence are reviewed so that questions can be identified early and remaining verification needs can be clearly communicated. This allows onsite time to focus on what it should be used for: observations, interviews, testing, corroboration, and verification of actual practice.

That approach reduces unnecessary disruption and helps both the facility and the auditor enter the onsite phase with a clearer understanding of what remains to be verified.

Early scheduling also matters.

Audit calendars can fill well in advance, particularly when agencies are coordinating multiple facilities, statewide cycles, procurement timelines, travel, or specific operational considerations.

RSAS is now beginning conversations with agencies planning 2028 PREA audits.

Facilities do not need to have every detail resolved before reaching out. An early conversation can simply establish anticipated timing, facility type, audit-cycle needs, and the steps required to move toward a proposal or contract.

The objective is not to make PREA preparation more complicated.

It is to provide a clear roadmap.

Plan early. Prepare deliberately. Verify objectively.

That is how the audit process becomes more organized, more efficient, and ultimately more defensible.
