Process Overview
The RSAS audit process follows nine structured phases:

Phases 0–2: Contracting, Evidence Intake & Audit Preparation
RSAS confirms the audit scope, schedule, responsibilities, and costs before collecting facility information and documentation. Evidence is reviewed before arrival to identify outstanding needs, verification targets, interview priorities, and areas requiring focused onsite attention.
Phase 3: Onsite Verification
During the onsite phase, the auditor observes facility operations and privately interviews staff and individuals in custody. Onsite evidence is compared with policies and documentation to verify implementation before compliance determinations are made.
Phases 4–6:
Analysis, Report Development
& Issuance
Following the onsite review, RSAS analyzes all collected evidence, resolves discrepancies, and develops the preliminary audit report. The agency is given an opportunity to identify factual corrections before the report is finalized and issued with evidence-supported compliance determinations.
Phases 7–8:
Financial Closeout
& Historical Intelligence
After final report issuance, RSAS completes the administrative and financial closeout of the audit. Key audit history, determinations, recurring issues, and lessons learned are preserved to support continuity, institutional knowledge, and preparation for future audit cycles.
